Abandon CR-3390?
Public hearing set

Meeting in regular session Friday, April 17, Wood County Commissioners Court set a public hearing for Friday, May 15 to seek public input regarding a request that CR-3390 be adandoned. Commissioners also chose not to renew the current contracts for road oil and for oil sand mix which expires April 30. The court also adopted a technology usage policy.
With the consolidation of ownership of all properties served by CR-3390, which runs south off of U.S. Highway 89 in the Crow area of Precinct-3, the property owner is seeking the abandonment of the road, which runs approximately ¾ mile. A public hearing on the request has been set for Friday, May 15. Commissioner Roger Pace, Precinct-3, said he has no problem with the request.
The Wood County contracts with suppliers of road oil and oil sand mix expire April 30, 2009, and commissioners decided to seek re-bids from the current suppliers and new bids from prospective suppliers. The current road oil contract has an "indexing" clause which permits the supplier to adjust the price based on the open market price for crude oil, while the current oil sand mix contract does not specify the mix of ingedients for the road material. Commissioners set a workshop session to discuss the two contract situations on Wednesday April 29.
After several years of development and review by department heads and the Wood County District Attorney, the commissioners approved a policy covering the use of computers. The policy seeks to 1.) support the overall mission, vision and goals of Information Technology (IT) services; 2.) protect confidential, proprietary information of the county from theft or unauthorized disclosure to third parties; 3.) be cost-effective and prevent waste of IT resources, and 4.) reduce, and if possible, eliminate potential legal liability to employees and third parties.
In other action the court approved:
- a two-week County payroll of $273,074.46.
- claims and paid bills totaling $262,991.03.
- employee and family health care claims of $37,769.95.
- set public hearing Friday, May 15 on requested revision of Lost Creek Subdivision in Precinct-1.
- interlocal agreement with Hunt County for imaging and indexing project for County Clerk records with fees paid from the records archive budget.
- acknowledge Peace Officer Certification for Steve Bowser, Precinct-1 constable.
- accept constable reports for March from Precincts 1, 2, 3 and 4.
- approve discretionary exemption to competitive bidding under LGC 262.024(a)(19(A) to participate as a buyer at auctions for 2009.
- approve contract for new 60-month lease agreement for a copier for the IT Department at a cost of $88.64 per month.
Bank Depository bids were opened during the session and taken under advisement by the court. Nine banking institutions were asked to bid.
One personnel action was taken at the meeting with the separation of deputy sheriff Clint Norman. Sheriff Bill Wansley said Norman was separated for a policy violation during the agency's probation period. Wansley advised commissioners that Norman may seek a grievance hearing.
The next regular meeting of the Wood County Commissioners Court will be Friday, May 1, 2009 at 10 a.m. A special meeting of the court can be called with 72-hour public notice.
