County seeks change
in state's mineral value interpretation

Meeting in regular session Friday, May 1, Wood County Commissioners Court has asked the Wood County Appraisal District to seek a reinterpretation of the method of evaluating mineral values by the Texas State Comptroller's Office. The court also approved a proclomation declaring Saturday, May 9 as "Andy Burnett Day" in Wood County.
In the state of Texas mineral values are appraised by a formula devised by the the Texas Comptroller's office. In practice, the method utilized has carried the sometimes extreme and erratic volatility of the market price of crude oil onto the appraised values for local property taxing purposes. The resolution adopted by the court asks for the reinterpretation of mineral values to ensure equal treatment of all Wood County taxpayers and directs the Wood County Appraisal District to join with other appraisal districts to ensure the same in all counties.
A workshop has been scheduled by the Board of Directors of the Wood County Appraisal District to discuss the suggested change in the process for determining mineral values on Monday, May 18 at 9 a.m. at the Wood County Appraisal District office in Quitman. The workshop is open to the public.
Commissioners issued a proclamation resolving that Saturday, May 9 is "Andy Burnett Day" in Wood County. Burnett lived in Wood County when he enlisted in the United States Army and became a medic serving a paratroop unit. He was deployed to Afghanistan in 2007 and was seriously wounded in action. The Hawkins-Holly Lake Rotary Club is sponsoring a benefit dinner for Burnett on Saturday.
Howard CoQuat was approved as a board member of the Wood County Industrial Commission. Coquat was nominated by the City of Hawkins.
In other action the court approved:
- a two-week County payroll of $266,179.49.
- claims totaling $261,438.51.
- employee and family health care claims of $159,481.97.
- Bank Texas was selected to contiune service based on the Depository bids submitted for consideration at the April 17 meeting of the court.
- two nominations to the Wood County Child Protection Board-Gladys Rowland and Mike Hearn, both of Quitman.
- submission of grant request to the Bureau of Justice Assistance for a program known as State Criminal Alien Assistance Program to access federal reimbursement funds for the costs of incarcerating undocumented criminal aliens.
- lease contract of 60-months for Xerox Work Center for Justice of the Peace, Precinct-1 at a cost of $125.67 per month.
- advertising for bids for road oil and oil sand mix.
- annual contribution of support for the Wood Soil and Water Conservation District N. 444.
- service agrement for a printer in the Information Technology Department at a cost of $720 per year.
The next regular meeting of the Wood County Commissioners Court will be Friday, May 15, 2009 at 10 a.m. A special meeting of the court can be called with 72-hour public notice.
