Construction fund "closed;"Fencing replacement OK'd

Meeting in regular session on Monday, May 4, 2009 the board of trustees of the Hawkins Independent School District approved a budget amendment moving remaining Construction Fund moneys into the general account. The board also approved a plan to replace the fencing along the north and west property lines at a cost not to exceed $45,000.
Business Manager Robby Fair presented a budget amendment to transfer $95,000 from the Construction Fund into the general fund. The action, approved by the board officially closes the Construction Fund, which at one time had a balance in excess of $15,000,000 in bond monies approved by voters in December 2007 for a major construction and renovation program for the entire campus. With a number of change orders over the course of the 18-month project, a deficit of $235,905 has been paid out of the HISD general fund.
Virtually all issues on the construction/renovation punch list for the project have been resolved except for a problem with the occasional escape of sewer gas in the elementary campus. WRL Construction is continuing to work with a subcontractor to correct this problem.
Trustees also approved the replacement of fencing along the northern and western property lines of the district's campus. The old fencing materials must first be removed and the fence line cleared of undergrowth five feet on each side. Then the new fence will be installed, with approximately 1,525 feet of four foot high, eleven gauge chain link from the eastern boundary near the entrance of the campus and another 1,525 feet of six foot chain link bordering the baseball field and the football field. Several cost estimates were gathered by the administration, and based on these, the board approved expenditure for the project not to exceed $45,000.
The board also approved bids for several food staples for the 09-10 school year, including the award of the bread bid (sliced bread, hamburger, hot dog and sub buns) to Flowers Baking Co. of Tyler for $4,858.20. Blue Bell Creameries was awarded the ice cream contract. The milk products bid, based on estimated usage of nearly 120,000 servings, was awarded to Oak Farms Dairy at a bid cost of $44,459.21. In other matters, the board - approved the April 2009 meeting minutes, - reviewed and accepted the interim financial report.
- reviewed a report from Wood County regarding tax collections ($8,210,375.22 or 96.30 percent).
- reviewed restructuring of maintenance department to provide for a HVAC tech.
- reviewed goals established for the Superintendent in closed session.
The next regular meeting of the Hawkins ISD board is scheduled for Monday, June 1 at 7 p.m. A special meeting of the board may be held with 72-hour advance public notice.
