Hawkins ISD Board of Trustees

Meeting in regular session Monday, August 16, the board of trustees of the Hawkins Independent School District held a mandated public hearing on the proposed 2010-2011 budget and tax rate.
Board members and members of the public in attendance were advised that the $9,751,239 budget adopted for 2010-2011 will require a 2.9-cents increase in the tax rate. Last year, district taxpayers paid $1.881 per hundred valuation on property. This year the rate will increase to $1.275.
Business Manager Robert Fair said the HISD Maintenance & Operating (M&O) tax rate remains the same as last year primarily because allocated expenses for ‘10-'11 have been cut by 10 percent and two teaching positions have been absorbed. The Interest and Sinking Fund (I&S) has been increased to 17.75-cents for '10-'11 from 14.1- cents for the current year.
A deficit of $173,620 is anticipated for the upcoming year. Such a deficit will be covered by as necessary by the fund balance.
The board was informed of a grant of $3,877 from UT-Tyler to purchase additional parts and materials for robotics and engineering courses taught by Bob Behnke. The grant was accepted and UT Tyler will be so advised.
Dr. Bill Holmes, a graduate of the HISD and Pastor of the First Baptist Church of Hawkins was the keynote speaker before the instructional staff of the district. Holmes is a sitting HISD board member. The teachers also heard a presentation on bullying and abuse from representatives of Child Protective Services.
In other action, the board:
- heard a tax collection report from the county tax assessor-collector that current tax collections stood at 97.59 percent;
- approved an interlocal agreement with Harris County Department of Education;
- approved contract with Sister Communities Council on Alcohol and Drug Abuse (SCCADA);
- approved Letha Wuerch, David Ledkins, Kevin White and Debi Crawford as qualified appraisers for teachers for 2010-2011;
- approved monthly financial report, and
- approved transfer of budget allocations between function codes.
The next regular meeting of the Hawkins ISD board is scheduled for Monday, September 13 at 7 p.m. (This is a change from the usual practice of meeting on the first Monday of each month.) A special meeting of the board may be held with 72-hour advance public notice.
